
The following Privacy Policy, Terms of Use, and CJIS Security Policy Statement apply to SaferSpeeds and to your use of www.saferspeeds.com and the SaferSpeeds violator portal at portal.saferspeeds.com. SaferSpeeds is a wholly owned brand of Vetted Holdings LLC; affiliated brands and independent third-party partners maintain their own published terms. Additional terms may apply to specific products, services, and agency engagements — please refer to your executed contract, statement of work (SOW), memorandum of understanding (MOU), or other written agreement, and to any portal-specific terms displayed in the violator portal.
Privacy Policy
Effective May 4, 2026
I. Overview. SaferSpeeds (“SaferSpeeds,” “we,” “our,” or “us”), a wholly owned brand of Vetted Holdings LLC, operates the website www.saferspeeds.com and the violator portal at portal.saferspeeds.com (together, the “Sites”) and provides automated speed-enforcement program services to law-enforcement, transportation, and municipal customers (the “Services”). This Privacy Policy describes how we collect, use, disclose, and protect Personal Information that identifies, describes, or can reasonably be linked to you. It applies to visitors to the Sites, members of the public who interact with the violator portal, and personnel of our agency customers.
SaferSpeeds delivers the Services on behalf of the contracting agency. For information processed in connection with a citation or violation, the contracting agency is generally the controller of that information and SaferSpeeds acts as a service provider or processor under the agency’s direction and applicable law. Vetted Holdings affiliates and independent third-party partners maintain their own websites and publish their own privacy policies; this Privacy Policy does not apply to those websites or to the products and services offered through them.
II. Personal Information We Collect.
a) When you visit our website or contact us: Name, email address, phone number, organization name, and the content of inquiries you submit through our contact form, demo request form, or by email.
b) When you use the violator portal to look up or pay a citation: Citation or notice number, license-plate number, name and address associated with the vehicle, vehicle information, and any documentation, correspondence, or dispute information you choose to submit. Payment-card information you enter to pay a citation is handled by our third-party payment processor and is not stored by SaferSpeeds.
c) Violation evidence collected by enforcement equipment: Photos, video, license-plate images, speed measurements, GPS or location data, and date/time stamps captured by enforcement equipment operated under the contracting agency’s program. These records are processed and made available to the contracting agency as part of the Services.
d) Vehicle and registered-owner information: Information obtained from state motor-vehicle registries and similar authorized sources for the purpose of identifying the registered owner of a vehicle in connection with a citation. Use of this information is governed by the Driver’s Privacy Protection Act (DPPA) and applicable state laws.
e) When agency users access the program platform: Name, work email address, phone number, agency name, role/permissions, login credentials, and audit-log records of user activity within the platform.
f) When you apply for a position: Name, contact details, resume or CV, employment history, and any portfolio links you choose to share.
g) Internet, device, and usage data: IP address, browser type and operating system, device identifiers, referring websites, search terms, session ID, page views, and visit duration.
h) Cookies and analytics: We use cookies and analytics tools (such as Google Analytics) on our marketing website to understand how visitors use it. The violator portal uses only the cookies necessary to operate the portal securely. You can manage cookies through your browser or opt out of certain analytics tools using vendor-provided opt-out mechanisms.
III. Sources of Personal Information. We collect Personal Information directly from you when you provide it; automatically through your use of the Sites; from contracting agencies and their authorized personnel; from enforcement equipment operated under an agency program; from authorized state motor-vehicle registries and similar sources; from courts or other authorized public-sector entities; and from our service providers.
IV. How We Use Personal Information. We use Personal Information to operate, maintain, and improve the Sites and Services; identify the registered owner of a vehicle in connection with a citation issued by a contracting agency; generate, deliver, and process citations and notices on behalf of contracting agencies; operate the violator portal, including lookup, payment, and dispute functions; respond to inquiries and provide customer support; route inquiries to the appropriate contracting agency where required; perform analytics and reporting; prevent fraud or misuse; comply with our legal and contractual obligations, including DPPA, CJIS, and applicable state-law obligations; and respond to lawful requests from courts, regulators, and law enforcement.
V. How We Disclose Personal Information. We may share Personal Information with: (1) the contracting agency on whose behalf the information was collected and its authorized personnel; (2) courts, prosecutors, and other authorized public-sector entities involved in citation processing, adjudication, or related enforcement; (3) our parent company, Vetted Holdings LLC, and its wholly owned affiliates; (4) third-party service providers (such as hosting, analytics, email, customer support, payment processing, and printing/mailing vendors) acting on our behalf and subject to appropriate contractual safeguards; (5) law enforcement, regulators, or other authorities when required by law or in response to a lawful request; (6) parties involved in a corporate transaction such as a merger, acquisition, or asset sale; and (7) other parties with your consent. We do not sell Personal Information.
VI. Driver’s Privacy Protection Act. Information obtained from state motor-vehicle records is used and disclosed only for purposes permitted by the Driver’s Privacy Protection Act (18 U.S.C. § 2721 et seq.) and applicable state laws, including the operation of automated speed-enforcement programs and the issuance, processing, adjudication, and collection of citations.
VII. Your Choices. If you have questions about a specific citation or want to update or correct information associated with a citation, please follow the instructions on the notice you received or contact the issuing agency. For other privacy questions or requests concerning information we hold, contact us at info@saferspeeds.com. We may retain certain information where required by law, contractual obligation, or legitimate business need (for example, to maintain audit, citation, dispute, or court records). Backup copies of deleted information may persist for a limited period before being overwritten.
VIII. California Residents (CCPA / CPRA). California residents have the right to: (a) know what Personal Information we collect, use, and disclose; (b) request access to or deletion of their Personal Information; (c) know with whom Personal Information is shared; (d) correct inaccurate Personal Information; and (e) not be discriminated against for exercising these rights. To exercise a right, email info@saferspeeds.com. We will respond within the time required by law after we verify your identity. We do not sell Personal Information. Certain rights may be limited where information is processed on behalf of a contracting agency or is required to be retained by law.
IX. European, UK, and Other International Residents. If you are located in the European Economic Area, the United Kingdom, or another jurisdiction with comprehensive data-protection laws, we process your Personal Information based on contract, consent, legal obligation, or our legitimate interests. You may have the right to access, correct, delete, restrict, object to, or port your Personal Information, and to lodge a complaint with a supervisory authority. X. Data Retention. We retain Personal Information only as long as necessary to deliver the Services, satisfy our contractual obligations to contracting agencies, support audits and dispute resolution, comply with legal and regulatory recordkeeping requirements, and enforce our agreements. Citation, payment, and adjudication records are retained for the period required by the contracting agency, applicable law, and the rules of any court with jurisdiction over the underlying matter.
XI. Cookies. Our marketing website uses essential, performance/analytics, functionality, and (where applicable) advertising cookies. The violator portal uses only the cookies necessary to operate the portal securely. You can manage cookies through your browser settings or industry opt-out tools.
XII. Do Not Track and Global Privacy Control. We do not currently respond to Do Not Track browser signals because no common standard has been adopted. We honor legally recognized opt-out signals such as Global Privacy Control where required.
XIII. External Links. The Sites contain links to websites operated by Vetted Holdings affiliates, contracting agencies, courts, payment processors, and independent third parties. We are not responsible for the content or privacy practices of those sites. Please review their privacy policies separately.
XIV. Children. The Sites and Services are intended for businesses, government customers, and adults responding to citations, and are not directed to individuals under 16. We do not knowingly collect Personal Information from children. Where a citation is associated with a vehicle registered to or operated by a minor, the information is processed in accordance with the contracting agency’s instructions and applicable law.
XV. Security. We use reasonable administrative, technical, and physical safeguards designed to protect Personal Information from unauthorized access, disclosure, alteration, and loss, including access controls, audit logging, and encryption in transit and at rest where appropriate. No system is completely secure, and we cannot guarantee absolute security.
XVI. Changes to This Policy. We may update this Privacy Policy from time to time. The effective date above will reflect the most recent revision. Continued use of the Sites or Services after updates take effect constitutes your acceptance of the revised policy.

These Terms of Use (“Terms”) form a legally binding agreement between you (“you,” “your,” or “User”) and SaferSpeeds, a wholly owned brand of Vetted Holdings LLC (“SaferSpeeds,” “we,” “our,” or “us”). They govern your access to and use of www.saferspeeds.com and the SaferSpeeds violator portal at portal.saferspeeds.com (together, the “Sites”) and any content, features, and services made available through them.
The SaferSpeeds program is provided to law-enforcement, transportation, and municipal agencies under separate written agreements between SaferSpeeds and each contracting agency. Agency program use is governed by those agreements, not by these Terms. The violator portal is provided to members of the public for the limited purposes described below.
By accessing or using the Sites, you agree to be bound by these Terms. If you do not agree, do not use the Sites.
1. Modifications. We may modify these Terms or any aspect of the Sites at any time. The current version is always available on the Sites. Changes are effective immediately. Continued use after changes take effect constitutes your acceptance of the modified Terms.
2. Eligibility. You must be at least 18 years old, or the legal age of majority in your jurisdiction, to use the Sites or to take action through the violator portal in connection with a citation.
3. Acceptable Use of the Sites. Subject to these Terms, SaferSpeeds grants you a limited, non-exclusive, non-transferable, revocable license to access and use the Sites for lawful purposes, including reviewing program information, submitting inquiries, and using the violator portal as described in Section 7. You agree not to use the Sites for any unlawful or prohibited purpose.
4. Privacy and Data. Your use of the Sites is also subject to our Privacy Policy. The Sites are hosted in the United States; by using them you consent to data storage and processing in the United States.
5. Restrictions. You may not: (a) copy, reproduce, sell, resell, sublicense, modify, or create derivative works of any portion of the Sites; (b) attempt to gain unauthorized access to any system, account, citation, or data, including any citation or account that does not belong to you; (c) use bots, scrapers, or other automated means to access the Sites unless we authorize it in writing; (d) submit false, misleading, or fraudulent information through the violator portal; (e) interfere with the operation of, or attempt to bypass, the violator portal’s authentication or payment functions; or (f) reverse engineer, interfere with, or disrupt the Sites or any data they contain.
6. Submissions and Feedback. If you submit content, feedback, or general inquiries through the marketing website, you grant SaferSpeeds a worldwide, royalty-free, non-exclusive license to use, modify, and distribute that content for support, product improvement, and marketing. You are solely responsible for any content you submit and its compliance with applicable laws. This Section 6 does not apply to information you submit in connection with a specific citation, which is handled as described in our Privacy Policy and the contracting agency’s policies.
7. Violator Portal. The violator portal allows members of the public to look up, pay, dispute, or request information about specific citations issued under a SaferSpeeds-supported program. By using the portal, you agree that you will only access citation records that pertain to you or that you are otherwise authorized to access; you will provide accurate information; and you will not use the portal to harass, defraud, or otherwise harm any person or agency. SaferSpeeds operates the portal on behalf of contracting agencies; substantive decisions about a citation, including dismissal, reduction, scheduling of hearings, and final adjudication, are made by the contracting agency or by a court with jurisdiction over the matter, not by SaferSpeeds. Payment processing through the portal is handled by a third-party payment processor under its own terms.
8. Agency Program Use. Use of the SaferSpeeds program by a contracting agency and its authorized personnel is governed by the written agreement between the agency and SaferSpeeds. These Terms do not modify or supersede those agreements.
9. Suspension and Termination. We may suspend or terminate your access to the Sites at any time for violation of these Terms, security risks, or unlawful use. Suspension or termination of Site access does not by itself affect any underlying citation, agency agreement, or legal obligation, each of which remains governed by its own terms and applicable law.
10. Intellectual Property. All intellectual property in the Sites, including software, trademarks, logos, designs, and content, remains the exclusive property of SaferSpeeds and its licensors. You may not use our marks or visual identity without prior written permission.
11. Indemnification. You agree to indemnify and hold harmless SaferSpeeds, its parent and affiliates, and their respective officers, employees, and partners from any claims, damages, liabilities, and expenses (including reasonable attorneys’ fees) arising out of your use of the Sites, the materials you submit, or your violation of these Terms or applicable law.
12. Disclaimer of Warranties. THE SITES ARE PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTY OF ANY KIND. SAFERSPEEDS DISCLAIMS ALL IMPLIED WARRANTIES, INCLUDING MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT, WITH RESPECT TO THE SITES. WE DO NOT GUARANTEE THAT THE SITES WILL BE ERROR-FREE OR UNINTERRUPTED. INFORMATION ABOUT A SPECIFIC CITATION DISPLAYED IN THE VIOLATOR PORTAL IS PROVIDED FOR INFORMATIONAL PURPOSES; THE OFFICIAL RECORD OF A CITATION IS MAINTAINED BY THE CONTRACTING AGENCY OR THE COURT WITH JURISDICTION.
13. Limitation of Liability. TO THE MAXIMUM EXTENT PERMITTED BY LAW, SAFERSPEEDS WILL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR EXEMPLARY DAMAGES, INCLUDING LOSS OF PROFITS, DATA, OR USE, ARISING OUT OF OR RELATED TO YOUR USE OF THE SITES. SAFERSPEEDS’ TOTAL LIABILITY UNDER OR RELATED TO THESE TERMS WILL NOT EXCEED FIFTY DOLLARS ($50). LIABILITY ARISING UNDER A SEPARATE AGENCY AGREEMENT IS GOVERNED BY THAT AGREEMENT.
14. Government Use. For U.S. government users, the Sites and any related deliverables are “Commercial Items” as defined by 48 C.F.R. §2.101 and are provided only with the rights set forth in these Terms and any executed agency agreement. Government-specific terms (including FAR/DFARS clauses) apply only when expressly incorporated by an executed agreement.
15. Affiliates and Third-Party Services. The Sites may link to or describe products and services provided by Vetted Holdings affiliates or by independent third-party partners, including payment processors, courts, and contracting agencies. Use of those products, services, and websites is governed by the terms posted on the applicable websites or set forth in the applicable agreements with those providers. SaferSpeeds makes no representations regarding, and is not responsible for, those affiliated or third-party terms.
16. Governing Law and Jurisdiction. These Terms are governed by the laws of the State of Florida, without regard to its conflict-of-laws rules. You agree to submit to the exclusive jurisdiction of the state and federal courts located in Hillsborough County, Florida for any dispute arising out of or related to these Terms. Disputes concerning a specific citation are governed by the law of the jurisdiction that issued the citation and are heard by the court with jurisdiction over the citation, not under these Terms. To the extent permitted by law, each party waives any right to participate in a class, collective, or representative action against the other arising out of these Terms.
17. Survival. Upon termination, the following sections survive: Privacy and Data, Restrictions, Submissions and Feedback, Intellectual Property, Indemnification, Disclaimer of Warranties, Limitation of Liability, Affiliates and Third-Party Services, Governing Law, and Notices.

CJIS Security Policy Statement
Effective May 4, 2026
Overview. SaferSpeeds supports its law-enforcement, transportation, and municipal customers in meeting their obligations under the FBI Criminal Justice Information Services (CJIS) Security Policy and applicable state-level CJIS guidance, including bulletins issued by the Florida Department of Law Enforcement (FDLE). Because automated speed-enforcement programs handle Personally Identifiable Information (PII) and information that may be linked to or derived from criminal-justice systems, SaferSpeeds designs its program platform to support CJIS-aligned controls.
Shared Responsibility. CJIS compliance is a shared responsibility among the agency, its personnel, its contractors, and its vendors. The ultimate test is whether the agency can pass a CJIS audit based on its own policies and on the way it manages users and vendors. We encourage every customer to assess its implementation strategy and to monitor FBI CJIS and FDLE bulletins for changes.
SaferSpeeds CJIS Practices.
Personnel Screening. SaferSpeeds personnel who may come into contact with customer systems containing Criminal Justice Information (CJI) complete CJIS Security Policy background checks, CJIS Security Awareness training, and execution of the CJIS Security Addendum, as required by the agencies they serve. Certifications and ORI documentation are available to authorized customers on request.
Access Controls. The SaferSpeeds program platform implements role-based access, session management, audit logging of CJI and PII transactions, and support for multi-factor authentication consistent with current FBI CJIS requirements. Access to citation, payment, and adjudication data is restricted to authorized agency personnel and authorized SaferSpeeds support staff acting on the agency’s behalf.
Audit Logging. The platform maintains audit logs of user activity and data access sufficient to support agency CJIS audits and after-the-fact review of system use.
Media and Physical Protection. Systems supporting the program are managed under documented digital and physical access controls aligned with CJIS policy areas covering media protection and physical security.
Cooperation and Continuous Improvement. SaferSpeeds cooperates with customer-initiated CJIS audits, background-check requests, and incident-response activities, and works with customers to maintain documentation needed to support CJIS reviews. We monitor CJIS Security Policy updates issued by the FBI CJIS Division, FDLE bulletins, and equivalent state-level guidance, and we update our internal practices as the policy evolves.
Customer Responsibilities. Each agency remains responsible for its own CJIS compliance posture, including adopting and enforcing CJIS-aligned policies, maintaining personnel screening and training, configuring user permissions, managing access to CJI within agency systems, and overseeing all vendors with access to CJI. SaferSpeeds provides supporting services and documentation but does not act as a substitute for the agency’s CJIS Systems Officer or local agency CJIS coordinator.
